大公社評英譯/有強大祖國作後盾,香港發展底氣足

明天,全國兩會開幕,中國進入一年一度的兩會時間。當下中東戰火重燃,世界變亂交織,如期而至的中國兩會,本身就代表了一種確定性和穩定性。中國始終堅持和平正義,用自身高質量發展為動盪的世界持續注入確定性。背靠強大祖國的香港,各項重大發展舉措與工程蹄疾步穩推進,在「由治及興」的征程上快馬加鞭,成為國家穩定發展大局中的亮眼篇章。

「十五五」開局之年的全國兩會,備受海內外矚目。人們關注今年的政府工作報告將為未來一年訂下怎樣的發展目標,從中可以觀察國家整體經濟發展的狀況和信心。更關注將提交審查的「十五五」規劃綱要草案,如何擘畫國家未來五年的發展藍圖。

與此同時,香港正按照施政報告和預算案的規劃,馬不停蹄推進北都建設和科創發展。昨日,沙嶺數據園區用地招標結果揭曉,成為香港人工智能發展的重要里程碑。據規劃,園區運營首三年預計創造46億元經濟產出、180個技術性職位,更將大幅擴充本港數字基礎設施,至2032年可提供的算力相當於目前香港的36倍,為人工智能和數字經濟發展築牢根基。

人工智能是未來全球科技競爭的主戰場。在英偉達創始人黃仁勳提出的人工智能「五層蛋糕」理論中,能源與算力基礎設施是整個產業體系的底座,重要性不言而喻。香港的能源供應十分穩固,但算力不足一直是短板。沙嶺數據園的建成運營,不僅有助於推動本港科研領域的技術突破,更能促進人工智能技術在金融、製造、醫療等產業與社會治理中的廣泛應用,釋放數字經濟巨大潛能。

人才是最寶貴的資源,也是發展的根本動力。第二屆「全球人才高峰會周」本月將在港舉行,香港全球「搶人才、留人才、用人才」成效顯著。截至今年1月底,已有逾27萬名來自世界各地的人才抵港定居發展,為香港各領域發展注入源源不斷的活力。

世界之亂,更加反襯中國穩定發展局面的可貴。美以不宣而戰轟炸伊朗,讓中東危局再升溫,世界面臨倒退回叢林法則的風險。香港作為國際金融、貿易、航運中心,不可避免受到影響,港股周一出現較大波動,就是這種衝擊的體現。但背靠強大祖國,香港有信心也有能力應對各種風險挑戰,並持續發揮國際資金「避風港」的功能。外部的變亂,也讓香港社會更深刻體會到社會安全、政策穩定的珍貴,切身感受國家強大帶來的堅實底氣。

香港各界高度關注全國兩會,正是希望深入了解「十五五」規劃,從中找到更多確定性和發展機遇,以更好融入和服務國家發展大局。心中有定力,腳下緊趕路。香港只有緊緊和國家站在一起,一手築牢國家安全屏障,一手推進改革發展,才能戰勝前進道路上的風險挑戰,在動盪不安的世界中穩如磐石,不斷開創更美好明天。

Backed by a strong Motherland, Hong Kong has ample confidence in its development

With the opening of the two annual sessions [of the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC)], China ushers in its annual event of "Two Sessions". As flames of war reignite in the Middle East and the world is entangled in change and chaos, the on-schedule convening of China's Two Sessions itself stands for a certain kind of certainty and stability. China always upholds peace and justice, and consistently injects certainty into a turbulent world through its own high-quality development. Backed by a strong Motherland, Hong Kong steadily advances its major development initiatives and projects and forges ahead on its march "from stability to prosperity", becoming a shining spot in the nation's overall stable development.

The "Two Sessions", convened in the opening year of the "15th Five-Year Plan", have attracted close attention domestically and internationally. People are keen to see what development goals the Government Work Report will set for the coming year, from which they can gauge the situation and confidence of the nation's overall economic development. Greater attention is focused on how the draft of the "15th Five-Year Plan", submitted for deliberation, will chart the blueprint for the nation's development over the next five years.

Meanwhile, following plans outlined in the Policy Address and Budget, Hong Kong is pressing ahead non-stop with the construction of the Northern Metropolis and development of innovation and technology (I&T) industry. Yesterday, the tender result for the Sandy Ridge Data Facility Cluster (the Cluster) site was announced, marking a significant milestone in Hong Kong's artificial intelligence (AI) development. As planned, in the first three years of operation, the Cluster is expected to generate an economic output of HKD 4.6 billion and create 180 technical jobs. Furthermore, it will also greatly expand Hong Kong's digital infrastructure, so that by 2032 the computing power provided could be 36 times greater than the city's current capacity, laying a solid foundation for the development of AI and digital economy.

AI is the main battlefield for global technological competition in the future. In the "five-layer cake" theory of AI proposed by Jensen Huang, NVIDIA's founder, energy and computing infrastructure form the very foundation of the entire industrial system, hence their importance is self-evident. Hong Kong's energy supply remains very stable, but insufficient computing power has always been its weakness. The completion and operation of the Cluster will not only help drive technological breakthroughs in Hong Kong's scientific research, but also promote the widespread application of AI technology in industries such as finance, manufacturing and healthcare, as well as in social governance, unleashing the immense potential of the digital economy.

Talent is the most precious resource and the fundamental driving force for development. The second Global Talent Summit Week will be held in Hong Kong this month, and the city has achieved remarkable results in its global efforts to "attract, retain and utilize talent". As of the end of January this year, more than 270,000 talents from all over the world have settled in Hong Kong for development, injecting an endless stream of vitality for development into various sectors.

The chaos in the world is a foil to the preciousness of China's stable development. The undeclared US-Israel bombing of Iran has escalated the crisis in the Middle East, pushing the world to face the risk of slipping back into the law of the jungle. As an international financial, trade and shipping center, Hong Kong is inevitably affected, as indicated in the sharp fluctuation in the stock market on Monday. Nevertheless, backed by a strong Motherland, Hong Kong has the confidence and capability to cope with various risks and challenges, and continue to serve as a "safe haven" for international capital. External chaos has also led Hong Kong society to more deeply appreciate the preciousness of social security and policy stability, and tangibly sense the rock-solid confidence brought by the nation's strength.

All sectors of Hong Kong society are paying close attention to the "Two Sessions", with the hope of gaining a thorough understanding of the 15th Five-Year Plan to find more certainties and development opportunities, so as to better integrate into and serve the overall national development. With firm determination, one must keep at it. Only by standing closely with the nation to consolidate the national security barrier on the one hand and advance reform and development on the other, can Hong Kong overcome risks and challenges on the road ahead, stand rock-solid in a turbulent world, and continuously create a better future.

英譯知多啲

本期社評使用了「底氣」這一詞語,其本義既指信心與又指支持信心的物質基礎,英文中沒有對應的單詞,只能根據語境取其主要含意來翻譯。

說香港發展底氣足是因為有祖國做後盾,這「底氣」更多指的是「信心」,因此英譯採用了confidence一詞,而不用更側重物質方面的strength(實力)或 foundation (基礎)這類詞語。

使用confidence這一名詞時,要留意與之搭配的介詞。「對某人/某事有信心」是have confidence in sb/sth。為做某事需要信心用confidence for,如:You need  confidence for  the interview.(你對面試要有信心。)要表達對未來預期的信心就用confidence about,如:I have confidence about the future/economy.(對未來/經濟前景有信心)。

Confidence對應的形容詞是confident,後者後搭配in或about時意思與前者大致相同。但confident通常不與for搭配。
